The Federal Motor Carrier Safety Administration has filed a Advance Notice of Supplemental Proposed Rulemaking, also called a Notice of Intent. This signals that the agency will develop a Supplemental Notice of Proposed Rulemaking, by reopening the speed limiter rulemaking from September 2016. Public comments to the ANSPR are due by June 3, 2022. The FMCSA ANSPR seeks public comments on a series of questions intended to help the agency develop its SNPRM. The Commercial Vehicle Safety Alliance has petitioned the Federal Motor Carrier Safety Administration for a second time to more clearly define the term “personal conveyance” in hours of service regulations. CVSA does not object to personal conveyance itself. However, it is asking FMCSA to add a maximum distance or time limit on the use of personal conveyance.
